The first and foremost reason is as always to boost sales! If you offer a sitewide discount, new customers will get attracted if they see a discount on all products together. This will make your regular customers purchase more items from your store.

Let us go through each method one by one.
Before that, subscribe, install, and activate ELEX WooCommerce Dynamic Pricing and Discounts plugin in your WordPress dashboard. To know more about the plugin and the basic configuration processes, refer to its documentation.
Then go to WooCommerce > Dynamic Pricing.
First, let us check how to set up a WooCommerce sitewide discount using the simplest way.
Simple Sitewide Discount
Using this method, you can simply set a percentage, fixed or flat rate discount on all products in your store.
For example, 20% discount on all products, flat $5 offer on all purchases, get $3 discount on all products, and so on.
For applying this discount, you can use Category Rules in this plugin.
Why we are using this rule is, because it helps you to choose all categories in your store together for applying a discount. When you choose all categories, the discount will be applied to all products in your store by default.
Check an example below:
Here I have chosen all the categories including Uncategorised products. And, the discount so that it should be applied based on the number of items chosen by the customers. I have given the minimum range as 1 because the discount needs to be applied to the customers who purchase even a single product from the store. You may set the maximum price and set the next tier of discount if required.
Check an example: Here, in the below screenshot, a 10% discount has been applied to all products in the store. Check the screenshot below:
You can see that a 10% discount has been applied to all products in your store.
This is how you can set a percentage of sitewide discount in your store.
You can also apply a sitewide fixed and flat price discount.
If you have set a $5 flat discount instead of a percentage discount for the same rule we have discussed earlier, the Cart page will be as in the below screenshot.
You can see, $5 has been deducted from the cart subtotal.
If you have set a fixed price discount, it will set that price to all products replacing the existing price.

Discount on All Products in the Shopping Cart
This kind of sitewide discount applies a percentage, flat or fixed price discount on all products in the customer’s shopping cart.
For applying this discount, we can use Cart Rules in this plugin. It is similar to the way we have set simple sitewide discounts using Category Rules.

If a customer’s cart contains a minimum of 1 product, they will be eligible for a 20% discount for all products.
This discount will reflect on the Cart page as in the below screenshot.
You can see a 20% discount has been applied to all products in the shopping cart.
Similarly, you can set a fixed or flat price discount. You can even set the discount based on the weight, price, or total units if required.
BOGO Sitewide Discount
BOGO rules or Buy One and Get Offer rules are quite popular in the eCommerce world. The same discount can be applicable sitewide using this ELEX WooCommerce Dynamic Pricing and Discounts plugin.
For setting up a sitewide BOGO discount, let us use BOGO Category Rules in this plugin.
Here, you need to select all categories one by one as separate rules and set the minimum quantity as 1.
And choose a product or products to be set as free and their quantity.
You can select all categories including uncategorized products in separate rules. Here I have chosen the ‘Clothing’ category to show an example.

After saving the settings, when a customer adds any products into the cart, the Cart page will reflect as in the below screenshot.
You can see the product has been automatically added to the cart as a free product.
Using the above mentioned methods, you can easily apply sitewide discounts in your store.
